



CoRe II: A program to address today's crises
Faced with climate, social and democratic crises, which primarily affect the most vulnerable populations, the Resilient Communities – Phase II (CoRe II) program works towards a fairer and more inclusive ecological transition.
Launched in 2025 by Secours Catholique , with the support of the French Development Agency , the Ministry for Europe and Foreign Affairs and the Caritas France Foundation , CoRe II brings together 24 operational partners implementing field actions, as well as 8 associated partners engaged in the dynamics of exchange, learning and advocacy.
The program is deployed in 15 countries and in France : Benin, Senegal, Togo, Mauritania, Bolivia, Brazil,
Colombia, Peru, Bangladesh, Cambodia, India, Myanmar, Vietnam, Palestine, Tunisia and France.
Communities at the heart of the solutions
CoRe II is based on a strong conviction: sustainable solutions emerge from the communities themselves . To address social inequalities, environmental degradation, and territorial injustices, the program prioritizes strengthening the empowerment of the most vulnerable women and men, so that they can make decisions, act collectively, and defend their rights.
A vision based on rights and respect for living beings
The program is based on three fundamental rights:

These principles structure concrete actions linking agroecology, climate justice, territorial governance, gender equality and human rights .
CoRe II values local and traditional knowledge and encourages dialogue between communities, associative actors, political decision-makers and academic circles.
Act locally, influence collectively
Through a community of practice and advocacy , CoRe II connects grassroots initiatives to collective dynamics of learning and influence. The program fosters cooperation between local, national, and international actors to strengthen the voice of communities in the public sphere and with decision-makers.
Concrete actions in the territories
CoRe II supports the initiatives of more than 105,000 women and men , with a total budget of more than 12 million euros over four years .

Support from F3E and the DCC
The F3E (Train – Evaluate – Enlighten) supports the program in its overall learning and capitalization dynamic, and supports the experimentation of monitoring and evaluation approaches oriented towards change.
The Catholic Delegation for Cooperation (DCC) supports the recruitment, training and monitoring of international solidarity volunteers and reciprocity volunteers.
Building more resilient territories together
By linking local initiatives to collective dynamics, CoRe II helps to bring about sustainable and equitable solutions, driven by the communities themselves, to build more united territories that respect life.
