RESILENT COMMUNITIES (CORE) GOVERNANCE AND STEERING - ROLES AND RESPONSIBILITIES

The program has chosen a mode of governance, which makes it possible to achieve the objectives that make it original:

• allow us to build a vision and positions as close as possible to the realities on the ground and the communities supported
• enable a governance and a construction that are as collective and shared as possible, where all partners are full stakeholders in the program
• allow a comparison of field expertise and knowledge that is more theoretical
• allow meta, external and cross-views on the identification of levers of change towards a just ecological transition.

The governance and management of the CoRe are thus managed by the following four entities:

1. The Strategic Committee (COSTRA) has two key roles:

• Ensure the transversal strategic management of the CoRe both at the geographical level and at the level of the just ecological transition
• Validate positions on the transversal axes of analysis (scale/territory, changes/balance of power, knowledge/expertise, and power to act/strengthening).

The members of COSTRA are:

• four partner organisations of the CoRe chosen by the collective of partners (Caritas Kaolack Senegal, TAM Palestine, SNPS CC Colombia, and Caritas Bangladesh)
• the SCCF (represented by the Director of International Action and Advocacy, the Director of Action and Advocacy France, Head of International Advocacy)
• CIEDEL and GEMDEV will alternate their participation
• CCFD - Terre solidaire for the close links it maintains with the SCCF.

2. The Stakeholder Assembly has two key roles:

• Based on what has been capitalised around partner projects and transversal activities: Build the collective vision and common positions for a just ecological transition, which will be proposed to COSTRA for validation
• Organise thematic meetings for cross-exchanges (construction of a collective vision of the just ecological transition), sharing of experience, dissemination of capitalisations, shared governance, and mutual knowledge.

The members of the Assembly are field partners, community representatives, SCCF, research actors, and institutional and financial partners.

3. The Scientific Committee ensures the scientific coordination of the CoRe . Its main role is to ensure the animation of research, the reflection and monitoring of action research projects, the cross-reference with the capitalisations produced, as well as the dissemination and valorisation of the knowledge produced.

The members are representatives of the Scientific Interest Group for the Study of Globalization and Development (GEMDEV), representatives of CIEDEL, field partners (Paulo Peterson from AS-PTA Brazil, Ismael Vega from CAAAP in Peru, and Aravind Unni of IGSSS in India) and associated researchers.

4. The Coordination Cell at the SCCF level has the following roles:

• Ensure the proper implementation and consistency of the program (action plans, budgets)
• Examine and validate operational and financial reports after initial work carried out by partnership managers and geographic centres
• Organise international activities (advocacy, France - International relations, research)
• Supervise the financial audit (to be prepared from the start of the project) and the evaluation (finalised before the last 6 months).

The members (attached to the International Resources Pole of the International Action and Advocacy Directorate (DAPI)) are: 1 full-time coordination, 1 full-time administrative and financial manager, 1 capitalisation/monitoring, evaluation/communication manager, 2 volunteers in communication support and dissemination of knowledge.
